Lincolnshire County Council (LCC) is reviewing how Housing Related Support (HRS) is delivered to ensure public funding is used effectively. We want to hear from people who have used the service and who could be affected by future changes.
HRS is a discretionary service funded by Lincolnshire County Council’s core budget and the Public Health Grant, which aims to improve health and reduce inequalities. We want to ensure this funding is used in the most effective way to support people across Lincolnshire.
Your feedback will help inform decisions about the future of HRS, which could include continuing the service or stopping some or all the service and reallocating funding to other areas of the council.
What is the Housing Related Support service?
The Housing Related Support service offers short term support for vulnerable adults who are homeless, or at risk of becoming homeless, and have substance use and /or mental health concerns. It helps them deal with the issues that led to their current situation and develop skills to live independently. Support is offered in various locations, including hostels, people’s own homes and within the community.
The current service is delivered by the Lincolnshire Housing Related Support Partnership, which is made up of Framework Housing, Amplius (formerly Longhurst Group), The Salvation Army and Nacro and is due to end in September 2026.
We are asking for your views on the future of the service.
Whether you’ve used the service, live in Lincolnshire, or work and/or support people in the homeless sector, mental health or substance use services then we want to hear from you
You’ll be asked to consider three options:
• Continue delivering the current Housing Related Support Service in full
• Stop delivering some parts of the Housing Related Support Service and reallocate some of the funding to other council services.
• Stop delivering the Housing Related Support Service entirely and reallocate all the funding to other council services.

If you have previously or currently used the HRS service, then you are invited to complete the ‘those who use the service’ survey.
If you work for or represent any organisation that works with or supports the Housing Related Support Service in Lincolnshire – including organisations such as the NHS, local authority, charity or voluntary groups, commissioned services, or other relevant stakeholders – you are invited to complete our ‘stakeholder’ survey.
Once the consultation closes, we’ll carefully consider all feedback before making a final decision.
