Minerals and Waste Local Plan: Proposed Submission Version (Regulation 19) Consultation
We are consulting on the proposed submission version of the Lincolnshire Minerals and Waste Local Plan from 15 June 2026 until 5pm on 31 July 2026. This is a formal consultation and follows earlier consultations in 2022 and 2024 which you can view in the 'previous consultation' section. This is your final chance to comment on the emerging Minerals and Waste Local Plan before it is sent to the Secretary of State for independent examination.
The plan is the key decision making document in the delivery of sustainable minerals and waste management for the county of Lincolnshire. It contains planning policies relating to minerals supply and waste management against which the council will assess planning applications for these types of development. The plan also allocates sites suitable for quarrying sand and gravel and Lincolnshire Limestone for aggregate purposes to meet the assessed need.
This plan will replace both parts of the current adopted plan and cover the period to 2042.

Please read the Lincolnshire Minerals and Waste Local Plan: Proposed Submission Version before you complete the representation form. You are also able to make comments on the supporting documents. At this stage, comments can only be made in relation to the legal compliance or soundness of the plan.
All representation forms must be received no later than 5pm on Friday 31 July 2026.

What happens next
Following this consultation, we will collate the representations and ask Council to approve the Lincolnshire Minerals and Waste Plan: Proposed Submission Version for submission to the Secretary of State in December 2026.
A Planning Inspector, on behalf of the Secretary of State, will independently examine the plan and consider the representations made. In most cases the examination will include hearing sessions which are held in public.
At the end of the examination process the Planning Inspector will send a report to Lincolnshire County Council recommending whether or not the plan can be adopted.
