Cobbling Stamford

Why is it that LCC can waste 1.4 million pounds which has been put aside for re-cobbling one Road in Stamford when the mayor for Stamford has clearly pointed out on East midland news that tarmacing the Road would be cheaper and some money could go to potholes.
