Making chapel saint Leonards more attractive

I'm only a tourist and not a resident but the area depends on tourism for a major part of its income.

While visiting the area I noticed the street volunteer litter pickers and little chappie bin man doing a very good job trying to keep the beach and streets clean probably caused by the tourists in the first place.

In the early morning 5-7am trunch lane looked dirty, and the promenade messy.

On a recent Trip abroad the street cleaners were out early cleaning the tourist areas with road sweepers and hose pipes making it look tidy for when the tourists visited.

Could a similar approach be made to the trunch lane area making it more appealing and may even encourage the tourists to use the bins and keep the area tidy. The promenade sand is a natural occurring problem and you can clearly see an effort to clear the sand as been made. I know budgets are tight but a little TLC would brighten up the whole area.
